In a decisive move to enhance the effectiveness of local governance, the Adentan Municipal Assembly convened on May 16 under the leadership of the Presiding Member Hon. Mahamud Ya-Adjagey. The meeting saw the assembly of all District Assembly Members as they were formally organized into sub-committees in accordance with Section 23 of the Assembly’s Standing Orders. The structured initiative is aimed at streamlining legislative, deliberative, and executive functions critical to the municipality’s sustainable development and community impact.

The reconstitution process resulted in the formation of core sub-committees, namely the Development Planning, Social Services, Works, Justice and Security, and Finance and Administration Sub-Committees. In addition, the Assembly established several ad-hoc committees—focusing on Gender, Education, Environmental and Sanitation, Revenue, Agriculture, and Public Relations and Complaints (PRCC) which is Committee is to address emerging challenges and broaden the scope of stakeholder engagement across various municipal sectors.

Under the newly defined framework, every Municipal Assembly member, with the exception of the Presiding Member, is mandated to serve on at least one sub-committee. The arrangement ensures broad representation and fosters accountability throughout the governance process. Heads of Departments, while present in these meetings to offer expert advice, maintain a non-voting status. Moreover, sub-committees are empowered to co-opt external individuals to benefit from additional expertise, though such co-opted members are similarly without voting privileges.

The primary responsibilities of these sub-committees include the collation and deliberation of issues within their respective domains, culminating in the submission of well-considered recommendations to the Executive Committee. Meetings are conducted in line with the Assembly’s Standing Orders, emphasizing procedural discipline and transparency. Notably, mechanisms are in place for the dissolution and reconstitution of any sub-committee deemed inefficient—a two-thirds majority vote of the District Assembly serving as the ultimate check on performance.

To fortify administrative support, the Secretary to the Municipal Assembly has mandated the appointment of a Head of Department—aligned with the specific focus of each sub-committee—to function as its Secretary, ensuring that expert guidance and oversight remain integral to the process.

This comprehensive reorganization underscores the Assembly’s commitment to dynamic governance, reinforcing the municipality’s capacity to address pressing local issues with precision and accountability. The strategic formation of these committees is viewed as an essential step towards fostering a more responsive and inclusive governance framework in Adentan—a move that promises to translate into improved community services and enhanced stakeholder engagement.

As the Assembly embarks on this new chapter, observers and stakeholders alike are optimistic that this targeted approach will catalyze innovative solutions in urban development, public service delivery, and local economic revitalization, setting a robust precedent for municipal administrations across the region.
