The Human Resource Department of the Adentan Municipal Assembly (AdMA) has successfully organized a 3-day intensive capacity-building workshop on prosecutorial skills designed for the Environmental Health and Sanitation Unit.
The training workshop forms part of ongoing institutional efforts to enforce public health regulations and strengthen environmental governance.
The workshop , facilitated by a seasoned Legal Consultant and Counsel, was designed to equip the officers with the necessary legal expertise to initiate court proceedings, manage dockets, and represent the Assembly effectively in court.
The first day began with an interactive session laying a solid theoretical foundation for participants.
Using lectures, experience-sharing, and interactive discussions led by the Legal Consultant, the officers gained critical insights into the statutory procedures and mechanics of prosecution.
Officers were taken through the core objectives of understanding criminal procedure in District Courts, sharpening prosecution skills, analyzing case dockets, preparing witnesses and court exhibits, and applying the Law of Evidence.
Participants also explored the processes for initiating proceedings, such as applying for summons, warrants, and charge sheets under Act 30, while ensuring compliance with Article 19 of the 1992 Constitution.
Furthermore, the programme highlighted methods for mitigating defects such as ambiguity, vagueness, or duplicity in charges, alongside a step-by-step navigation of courtroom trial stages from oath-taking to witness examination and re-examination.
The following day, the workshop transitioned from theoretical concepts to hands-on practical application.
Divided into groups, participants stepped out of their comfort zones, and engaged in courtroom scenarios and other mock exercises.
Under the direct guidance and supervision of the Legal Counsel, officers actively analyzed real-life case dockets, drafted precise charge sheets, and conducted mock witness examinations.
This engaging practical session allowed everyone to test their newly acquired knowledge, refine their advocacy techniques, and build real courtroom confidence in an interactive learning environment.
The closing day shifted the focus on the administrative phase of prosecution, centering on professional report writing and record management. The training guided officers through the art of structuring clear, factual, and legally defensible inspection reports as well as post-court summaries.
Thus far, participants understood how critical documentation serves as the vital backbone for legal action, ensuring that field observations and evidence translate seamlessly into sound, unassailable cases before the court.
The Management of the Adenta Municipal Assembly commends the Human Resource Department, the Legal Facilitator, and the Environmental Health and Sanitation Unit for their commitment to continuous professional development of staff.
