The Adentan Municipal Assembly has met with residents and other stakeholders to discuss the Assembly’s proposed 2027 Annual Action Plan and Budget, in harmony with efforts to promote public participation and ensure that the development priorities of residents are reflected in the plans of the Assembly.
The two-day public forum was held from Thursday, 24th September to Friday, 25th September 2026, with the first day taking place at Presbyterian Church-Amanfrom and the second day at Christ Praise Community Church, Adenta.
The event brought together the Municipal Chief Executive (MCE), Hon. Ella Esinam Christine Nongo, Member of Parliament for the Adentan Constituency, Hon. Mohammed Adamu Ramadan.Municipal Coordinating Director, Mr. Seth Anim Boadi, Deputy Director, Madam Portia Edu-Essandoh.
Assembly Members, traditional leaders, Heads of Departments and Units, representatives of government agencies and residents.
The forum provided an opportunity for the assembly to account to residents on ongoing and proposed development programmes while allowing community members to raise concerns and make contributions towards the Municipality’s development agenda.
In an address, the Municipal Chief Executive, Hon. Ella Esinam Christine Nongo, welcomed residents and stakeholders to the forum and stressed the importance of community participation in local governance. She indicated that the Assembly valued the concerns and suggestions of residents and would continue to engage them in the planning and implementation of development programmes.
As part of the programme, Heads of Departments and Units of the Assembly took turns to brief participants on their respective mandates, activities, challenges and services available to residents.
Madam Lydia Doreen Ashong of the Social Security and National Insurance Trust (SSNIT) took participants through issues relating to SSNIT and the importance of social security registration and contributions.
Madam Adelaide Korri of the Business Advisory Centre (BAC) also educated participants on the support and services available to businesses and entrepreneurs, particularly in developing and strengthening their businesses.
The Social Welfare Unit, represented by Mr. Divine Exorgbe, highlighted social protection interventions and support available to vulnerable persons within the Municipality, including assistance relating to LEAP and support for persons with disabilities.
The National Health Insurance Scheme (NHIS) also made a presentation on the Scheme and the services available to residents, including information on NHIS membership and the use of the MyNHIS platform.
The Urban Roads Unit, represented by Engineer Emmanuel Salifu Asubey,addressed concerns relating to roads and other road infrastructure within the Municipality. Issues discussed included road maintenance, pothole patching, grading, drainage works, erosion control, dredging and other measures aimed at improving accessibility and addressing flooding-related challenges.
The Physical Planning Unit, represented by Mr. Tijani Mumuni educated residents on physical planning matters, zoning, development control and the need for property owners and developers to obtain the appropriate development and building permits before undertaking construction.
Mr. Charles Akrofi Ansah of the Planning and Development Unit also spoke on development planning and the need for residents and other stakeholders to participate in the planning process and contribute to projects and programmes that respond to the needs of communities.
Madam Evelyn Ludu of the Right to Information (RTI) Unit sensitised participants on the Right to Information Act, 2019 (Act 989), explaining the importance of access to public information and the channels through which citizens can seek information from public institutions.
The Environmental Health Unit also educated participants on sanitation and public health issues, including waste management, open burning, sanitation enforcement and the screening of food vendors to promote food safety within the Municipality.
Other discussions focused on development permits and related fees, revenue mobilisation, waterways and drainage, flooding, sanitation, health and education infrastructure, as well as the need for residents to support the Assembly’s revenue mobilisation efforts to enable it to provide essential services and undertake development projects.
The forum also created an avenue for residents to raise concerns directly with the Assembly and seek clarification on issues affecting their communities.
A resident appealed to the Assembly to reconsider the proposed 16 per cent increase in the 2027 budget, suggesting that the increment be reduced to make the budget more affordable and responsive to the needs of residents.
In an open forum, a resident raised concerns about letters submitted to the Social Welfare Department regarding the Common Fund, calling for timely responses to such correspondence. The resident also expressed concern about the poor condition and deterioration of some roads within the various communities
A resident raised concerns about the stigmatisation of persons with disabilities and other vulnerable groups, calling for greater public awareness, inclusion and support within the municipality.
Residents and other participants further raised concerns relating to roads, drainage, sanitation, development permits, flooding, social protection, infrastructure and other services within their communities.
The Member of Parliament for the Adentan Constituency, Hon. Mohammed Adamu Ramadan, in his remarks, assured the gathering of his commitment to working closely with the Municipal Chief Executive to address the road deficit confronting the Municipality. He indicated that closer collaboration between his office and the Assembly would be important in finding solutions to the road challenges affecting residents.
The engagement also enabled residents to understand the responsibilities of the various departments and units of the Assembly and the services they provide, while giving the Assembly first-hand information on challenges experienced by community members.
The public forum formed part of the Assembly’s broader stakeholder engagement process to ensure that the concerns, priorities and expectations of residents are considered in the municipality’s development planning and budgeting process.
The Assembly expressed appreciation to the residents, traditional and community leaders, government institutions, stakeholders, Assembly Members, Heads of Departments and Units and all participants for their contributions towards the successful organisation of the forum.
At the end of the session, there was a renewed call for continued collaboration between the Assembly and residents to promote development, improve service delivery and address the priority needs of communities within the Adentan Municipality.
