PURPOSE AND OPENING REMARKS

DEPARTMENTAL REPORTS AND ACHIEVEMENTS
Heads of departments provided updates on their respective operations, achievements, and challenges. Several departments including Human Resource, Urban Roads, and Finance delivered presentations outlining their progress. Notably, achievements from the previous year were celebrated, including awards presented during the annual durbar held on December 24, 2025. Staff members who received recognition were applauded and encouraged to sustain their exemplary performance. The MCE also commended the Youth Employment Agency (YEA) for its impactful training programs that continue to empower young people with practical skills.
KEY DISCUSSIONS AND SUGGESTIONS
The meeting addressed a range of operational matters. The MCE urged staff to maintain the recently renovated washrooms, underscoring the importance of hygiene and safety in the workplace. The Head of Human Resources proposed several initiatives, including the establishment of a staff canteen to reduce time lost during lunch breaks, extending YEA training opportunities to Assembly staff, and improving inner roads within Adentan to facilitate safe and efficient movement for workers.
HEALTH AND COMMUNITY INITIATIVES
The Department of Health announced a community health screening exercise, organized by Hon. Adamu Ramadan, Member of Parliament for Adentan Constituency. The screening is scheduled for January 21–22, 2026, and aims to promote wellness among residents.
In her concluding remarks, the MCE announced that the Greater Accra Regional Coordinating Council will partner with AdMA to celebrate Ghana’s 69th Independence Day on March 6, 2026.

As part of the effort of the Assembly to ensure transparency and accountability, the Adentan Municipal Assembly had successfully carried out its 2026–2029 Medium-Term Programme-Based Composite Budget Hearing which started from the Monday, 1st September to Friday 5th September 2025. The cost centres presented their draft expenditure budget to the panel for consideration and approval.

 

Before the commencement of the exercise, the Municipal Coordinating Director, Mr. Seth Anim Boadi charged the panel members to do a thorough scrutiny on each proposal through the lens of development to confirm viability and long-term benefits.

The exercise which was aimed at producing a well-structured budgets that aligns with the Assembly’s key focus areas and strategic priorities to ensure proper implementation, had the panel members conducting an in-depth reviews of 2025 performance and achievements of the various units/departments as against their proposed budget estimates to ascertain whether there have been accountability and transparency in undertaking their programmes and projects.

The two main streams of revenue/funding sources that were used in this budgeting were Internally Generated Fund (IGF) and Grants.  Economic Classification type of expenditure budgeting was used by all departments and units.  The expenditure budget was in the form of the following

  • Compensation for Employees (Wages & Salaries)

 

  • Goods and Services (Programmes and Operations)

 

  • Non- Financial Assets (Capital Projects)

 

Each of the departments/units/zonal councils/Agencies had Budget Ceilings which were assigned based on their 2026 Annual Action Plans (AAP) to guarantee equitable funding across all cost centres.  All the departments and units that submitted their departmental or unit’s budget had a detailed sub-item covering operational activities and projects, the likely achievements and the resource requirements.

Strategic Resource Allocation


Departments and units were informed and instructed to:
1.  Prioritize the most important and critical programmes, operations and activities.
2. Allocate resources in accordance with the strategic and developmental goals of the

Assembly.
3. Focus on going projects and those that will require some of payment

Conclusion
The Municipal Chief Executive, Hon. Ella Christine Esinam Nongo praised the meticulous process that 2026 Departmental Budget Hearing had gone through and hoped that transparency, accountability and effective usage of resources will be applied when  implementing the approved 2026 budget.

The chairman for the panel, Hon. Samuel Akrofi, who happens to be the chairman for the Finance and Administration Sub-Committee, reminded departments and units to adhere strictly to their ceilings and ensure that every cedi allocated visibly advances Adentan Municipal Assembly’s development agenda.

The Municipal Budget Analyst, Mr. Isaac Appiah congratulated participants on their thorough presentations of their budgets and expressed confidence that the energy invested in doing this “Budget Hearings” will translate into successful budget implementation.

The Assembly will now go through the necessary and required approval processes to transition into the 2026–2029 implementation phase, marking a new chapter in Adentan Municipal Assembly’s pursuit of sustainable growth and enhancing public services.

Hon. Ella Esinam Christine Nongo, Municipal Chief Executive for Adentan, has underscored the importance of accountability, transparency and prudent financial management in local governance.

Speaking at the 2024 Public Financial Management Compliance League Table findings dialogue held Tuesday at the Institute of Local Governance in Madina, Nongo said, “Today is not about numbers or rankings; it’s about accountability, transparency and our shared commitment to responsible governance.”

The PFMCLT assesses public institutions’ compliance with financial management regulations and offers a clear picture of progress in promoting transparency and ensuring public funds serve citizens.

The MCE commended all institutions represented at the dialogue for their efforts, calling the meeting an opportunity for honest reflection, shared learning and renewed commitment.

She stressed that assemblies must treat every cedi allocated as a resource for development and the well-being of the people.

Hon. Nongo also praised the Ministry of Finance, the Local Government Service and other key stakeholders for producing the PFMCLT report and enhancing financial governance across the country.

The event brought together local government officials, financial administrators, assembly members and development partners to discuss challenges, celebrate achievements and chart a course for improved financial governance.

Among the registrants, 2,819 appeared as private candidates while 2,034 did so under public school sponsorship—further highlighting robust community involvement. The gender balance was nearly equal, with 2,474 boys and 2,379 girls appearing for the exams.

Deyoungter Centre led registration with 461 candidates (215 boys and 246 girls), whereas Christ Faith Mission “A” recorded the leanest group of 143 candidates (72 boys and 71 girls). Notable centres including Tower Hamlet A, Hydeson, and Victory Presby “A” achieved full attendance, underscoring the joint efforts of pupils, parents, and school authorities during the exam period.

A memorable feature of the day was the interactive session led by the Member of Parliament for the Adentan Constituency, Hon. Mahamed Adamu Ramadan. During his visit, MP Ramadan addressed the BECE candidates, commending their hard work and emphasizing the pivotal role of education in shaping their futures. He stressed that such exemplary participation not only reflects personal diligence but also the community’s collective commitment to progress. “Your dedication today sets a strong foundation for tomorrow—to innovate, lead, and overcome future challenges,” he remarked, inspiring both the students and educators alike.

Despite nationwide challenges such as rising instances of malpractice reported by WAEC and isolated delays in exam material deliveries due to vehicle breakdowns, Adentan’s BECE process was smooth. Teachers’ careful preparation and tight security protocols at exam centers ensured that attempts at malpractice were effectively mitigated.

With the assessments now behind them, stakeholders are turning to the marking and result collation process, with the official results slated for an August release. Preparations for remedial workshops and accelerated learning programmes are already underway to further support those who may need additional assistance.

The collaborative spirit seen on examination day—reinforced by the encouraging words of MP Mahamud Ramadan and other officials—has set a high benchmark for educational excellence in the municipality, signaling a bright future for Adentan’s youth.

Mahamud Ya-Adjagey. The meeting saw the assembly of all District Assembly Members as they were formally organized into sub-committees in accordance with Section 23 of the Assembly’s Standing Orders. The structured initiative is aimed at streamlining legislative, deliberative, and executive functions critical to the municipality’s sustainable development and community impact.

The reconstitution process resulted in the formation of core sub-committees, namely the Development Planning, Social Services, Works, Justice and Security, and Finance and Administration Sub-Committees. Meetings are conducted in line with the Assembly’s Standing Orders, emphasizing procedural discipline and transparency. Notably, mechanisms are in place for the dissolution and reconstitution of any sub-committee deemed inefficient—a two-thirds majority vote of the District Assembly serving as the ultimate check on performance.

To fortify administrative support, the Secretary to the Municipal Assembly has mandated the appointment of a Head of Department—aligned with the specific focus of each sub-committee—to function as its Secretary, ensuring that expert guidance and oversight remain integral to the process.

While revenue performance was mixed, expenditure allocations saw partial disbursement. Government funding realization stood at 71.90%, with actual disbursement reaching GHC 9,698,566.43 out of the GHC 13,488,116.16 budget.

A critical gap emerged in GoG-Goods and Services allocations, where no funds were received, despite a budget allocation of GHC 143,000.00.

In a display of unity and optimism, the Adentan Municipal Assembly held its first staff durbar of the year at 10:00 AM on the Assembly forecourt. The event, attended by departmental heads, unit staff, zonal council representatives, and NSP officials, marked an auspicious beginning under the new leadership of Municipal Chief Executive Hon. Ella Christine Esinam Nongo.

At exactly 10:00 AM, Municipal Coordinating Director Rachel Fosua Sarpong took the stage to formally introduce the distinguished guests before dedicating a warm welcome to the new MCE. The audience erupted in applause as Hon. Ella, wearing a refined black and gold dress symbolizing peace, hope, and victory, rose to address the assembly.

In her keynote address, Hon. Ella emphasized a vision for development founded on youth empowerment, unity, and effective revenue mobilization. “I am not here to lord over you, but to serve,” she declared, urging attendees to work together with shared commitment. Acknowledging her human imperfections, she vowed to continuously improve and ensure that the Assembly maintained high standards of accountability. Emphasizing the importance of seamless transitions when personnel changes occur, she outlined the requirement for detailed handing over notes covering current projects, custody of files and documents, assigned assets, and other relevant challenges. Additionally, she stressed the necessity of adhering to the established hierarchical structure by communicating and reporting through the appropriate chain of command.

The durbar also featured informative presentations from SSNIT, Mr Theophilus Verdon. The SSNIT representative detailed the role of the Social Security and National Insurance Trust in managing Ghana’s statutory pension scheme under the National Pensions Act, 2008 (Act 766). He underscored the importance of compliance with mandatory contributions for both employers and employees and advised members to routinely request statement accounts to monitor contributions and benefits well before retirement. An engaging Q&A session that followed further clarified procedures and benefits for all.

The Adentan Municipal Assembly convened its third management meeting of the year on May 11, 2025, at the Assembly’s Conference Hall, setting a robust agenda toward improving staff capacity, stakeholder engagement, and urban infrastructure.

In an opening remarks, the Municipal Coordinating Director Ms. Rachel Fosua Sarpong took the floor and emphasized the need for enhanced collaboration and productivity. The meeting proceeded with the review and unanimous approval of the previous minutes, followed by detailed departmental reports. The Department of Works reported that several maintenance projects were nearing completion, while the Education Department highlighted the success of recent community outreach initiatives and previewed an upcoming workshop designed to prepare teachers and students for the Basic Education Certificate Examination (BECE). The Human Resource Department also provided an update on the ongoing training program hosted through the Government of Ghana’s Smart Workplace website.

The confirmed Municipal Chief Executive Hon. Ella Christine Esinam Nongo outlined her strategic vision for the municipality. Hon. Nongo reaffirmed her commitment to ongoing capacity-building measures aimed at empowering staff to perform at their best. “Our progress depends on well-trained, motivated personnel who are prepared to meet the challenges ahead,” she stated. She also underscored the importance of fostering strong ties with external stakeholders, urging regular meetings with landlords and property owners to nurture transparency and cooperation.

Highlighting infrastructure improvements, Hon. Nongo declared that efforts were underway to guarantee a cleaner, more accessible municipal environment. “With the support of cutting-edge DRIP equipment and under the expert supervision of our urban road engineer, we are determined to keep all our roads in optimum condition,” she said. She further entrusted the Environmental Health Officer with the responsibility of ensuring that the municipality’s public spaces remain clean and inviting.

The meeting concluded with discussions on initiatives to improve internal communication channels and boost the Assembly’s online presence through social media. As the session adjourned at noon, both leadership and staff left the Conference Hall energized and committed to implementing the strategies that will propel Adentan Municipality toward a more efficient and vibrant future.
