As part of the effort of the Assembly to ensure transparency and accountability, the Adentan Municipal Assembly had successfully carried out its 2026–2029 Medium-Term Programme-Based Composite Budget Hearing which started from the Monday, 1st September to Friday 5th September 2025. The cost centres presented their draft expenditure budget to the panel for consideration and approval.
Before the commencement of the exercise, the Municipal Coordinating Director, Mr. Seth Anim Boadi charged the panel members to do a thorough scrutiny on each proposal through the lens of development to confirm viability and long-term benefits.
The exercise which was aimed at producing a well-structured budgets that aligns with the Assembly’s key focus areas and strategic priorities to ensure proper implementation, had the panel members conducting an in-depth reviews of 2025 performance and achievements of the various units/departments as against their proposed budget estimates to ascertain whether there have been accountability and transparency in undertaking their programmes and projects.
The two main streams of revenue/funding sources that were used in this budgeting were Internally Generated Fund (IGF) and Grants. Economic Classification type of expenditure budgeting was used by all departments and units. The expenditure budget was in the form of the following
Each of the departments/units/zonal councils/Agencies had Budget Ceilings which were assigned based on their 2026 Annual Action Plans (AAP) to guarantee equitable funding across all cost centres. All the departments and units that submitted their departmental or unit’s budget had a detailed sub-item covering operational activities and projects, the likely achievements and the resource requirements.
Strategic Resource Allocation
Departments and units were informed and instructed to:
1. Prioritize the most important and critical programmes, operations and activities.
2. Allocate resources in accordance with the strategic and developmental goals of the
Assembly.
3. Focus on going projects and those that will require some of payment
Conclusion
The Municipal Chief Executive, Hon. Ella Christine Esinam Nongo praised the meticulous process that 2026 Departmental Budget Hearing had gone through and hoped that transparency, accountability and effective usage of resources will be applied when implementing the approved 2026 budget.
The chairman for the panel, Hon. Samuel Akrofi, who happens to be the chairman for the Finance and Administration Sub-Committee, reminded departments and units to adhere strictly to their ceilings and ensure that every cedi allocated visibly advances Adentan Municipal Assembly’s development agenda.
The Municipal Budget Analyst, Mr. Isaac Appiah congratulated participants on their thorough presentations of their budgets and expressed confidence that the energy invested in doing this “Budget Hearings” will translate into successful budget implementation.
The Assembly will now go through the necessary and required approval processes to transition into the 2026–2029 implementation phase, marking a new chapter in Adentan Municipal Assembly’s pursuit of sustainable growth and enhancing public services.

The arrest called for an emergency meeting because the Municipality recorded some cases of deadly cholera outbreak with a recorded number of five persons receiving treatment at various health centers within Adentan.
The Municipal Coordinating Director (MCD) Ms. Ofosu Sarpong opened the meeting with a firm but compassionate tone, reminding everyone of the vital importance of maintaining public hygiene. “Our goal here is not just punishment,” she said, “but to help understand the consequences of these actions’’ she said, addressing the offenders directly Ms. Sarpong urged the offenders to reconsider their actions, stressing that improper waste disposal and unsanitary habits can contribute to the outbreak of serious diseases such as malaria and cholera. “Your actions not only harm the environment but also put public health at risk,” Ms. Sarpong stressed. “We must take responsibility for our surroundings and ensure that we do the right thing to protect ourselves and other’’ she added.
The offenders were remorseful after their charges were read to them and they are to pay a fine as penalty. “The fines are meant to serve as a deterrent, and to remind you that we must all contribute to keeping our community clean. The penalties may be harsh, but they are necessary for the greater good.” She added
The MCD emphases the need for everyone to adhere to the rules for the common good of all, warning that they would be made examples to deter others from engaging in similar behavior. “We will deal with you as scapegoats to set a strong precedent for the rest of the community,” Public hygiene is not a matter to take lightly. When you throw refuse in unauthorized place or defecate in the open, you’re putting everyone’s health at risk. Our duty as the Municipal Authority is to ensure this stops. “She added.
Mr. Andrew Nii Apai Aborhey the Head of Environmental Health, took the opportunity to educate them on the impact of such actions on the environment and public health. “We have already seen cases of cholera here in the Adentan Municipality The people who engage in such reckless behavior make it difficult for us to contain the spread of these diseases,” he explained, He urged the offenders to reflect on the harm they have caused to themselves and their neighbors.
“I would like to acknowledge the efforts of the Municipal Guards who made these arrests,” she said. “Your diligence is helping to ensure that we do not let our city fall into further disarray.”
“Cleanliness is next to Godliness,” she said with conviction. “It is our collective responsibility to keep our environment clean and safe. Let’s work together to create a healthier, safer place for everyone.” As the meeting came to a close, the offenders left with a clearer understanding of the consequences of their actions and promise to change their ways.

The training aimed to enhance Officers understanding of the Programme Based Budgeting, which replaced Activity Based Budgeting in 2017 to better link resource allocation with objectives. Objectives included: Reviewing the Budget Preparation Guidelines (2025-2028), Standardizing operations, projects, and indicators, Connecting Sustainable Development Goals (SDGs) to MMDA budgets, and Discussing revenue mobilization strategies and the legal framework.
Participants were expected to gain knowledge of Programme Based Budgeting, the Budget Cycle, budgeting processes, and how to distinguish between output and outcome indicators. Facilitators included Mr. Victor Enninful from the Ministry of Finance and Mr. Sammy-Lee Simpiney, Regional Budget Analyst for the Greater Accra Regional Cordinating Council.
Mr. Enninful emphasized that MMDAs must publish or gazette their approved revenue budgets to ensure compliance and invest in income-generating activities to boost the local economy and secure resources for essential services. He also urged that the 2025-2028 budget should allocate funds for protocol services, waste management (both liquid and solid) and Covid-19-related activities, adhering to standardized operations for MMDAs.

He stressed the importance of developing a Draft Procurement Plan to address procurement issues effectively.
Additionally, Mr. Simpiney discussed the revenue and expenditure costing and strategies for improving revenue mobilization, highlighting the need to use current staff levels and steps to accurately estimate compensation budgets and ensure timely payment of salaries and allowances.
The training successfully equipped participants with the necessary skills and knowledge, achieving its objectives effectively.

The training was is in two sessions, thus morning and afternoon sessions.
The training had two facilitators from the Head of Local Service in the person of Madam Eunice Sena and Mr. Boye, and said the training is for individuals learning experience.
Madam Sena being the first facilitator took the participants through the key documents one need as a civil servant after securing the employment, such as Appointment Letter, Assumption of duty letter.
‘’When you are newly employed as a civil servant and you are to fill your new entrant forms ,made sure you carefully check your details being filled in ,do not leave everything to the Human Resource Management thinking they know it all, especially your date of birth ,this is a big deal if not done properly’’ she added.
She argued that if you have a problem with any of these documents, your promotions could be affected, because it was not captured properly, your bank can refuse to pay your salary if your information does not correspond to all documents.
Madam Sena further added that, with the Digitalization Agenda Government is pursing, civil servants need to check out their information with SSNIT, Bank Account and the Ghana Card should have the same names and date of birth. The past mistakes has be corrected now, nobody can escape this now.
She again schooled the participants on some benefits available for all to access, like Tax Relieve, Car loans and assets control loans .

The Municipal Chief Executive ,Honorable Alexander Nii- Noi Adumuah presented the revised composite budget and the annual action plan to members present for discussion,delibration and approval.It was then moved for acceptance by the Assembly Chair,Presiding Member,Mr.Joseph Odai Boys after several inputs and discussion.

In addition, he Assembly was displeased with the performance of the Ghana Revenue Authority (GRA) concerning the collection of taxes in the municipality. The percentage presented by GRA on tax collection this year was very low as compared to that of the Assembly’s performance the previous year.

Discussions revealed that GRA has not been probably taken through the right channels of the Assembly to aid in their work hence the Assembly admonished them to seek the proper way of doing things in the Assembly in order to improve their work or risk being banned in the Assembly to collect taxes.
Presentations were done on the state of all Assembly lands, major drains within the municipality and the signage rate collection among others.
